As the capital city of Praellara, Daonatei is the seat of the Praellara merchant council. Though it has it's own local council that makes some decisions for the city, the nationwide council makes the majority of all decisions. The city proper is raised on stilts, above a second city of the mercenary army of Praellara.
The mercenary city below is a fully functioning city, with its own city watch, government, housing. Mercenaries and their families live here in times of peace and go about their daily lives ready to drop their jobs and go fight for the nation.
